Move o3 and o2 technical guides away from the website to be easily found within this GitHub repository. This is in preparation of moving our site content to zeroheight.
This PR also features a small update to the commit hook to allow scoping of conventional commits (such as
backstage(website): add missing dep).This PR also fixes the missing dependency for the website build process.
