Changelog

• Upgrade the COTL API lib to v0.3.1 and COTL game lib to 1.5.15.979-r.0
• Initial implementation of the multiplayer servers browse GUI and introduce the Assets folder
• Import the DTLS2.NET library (needed to implement secure transmission mechanism of game network packets)
• Initial stub of COTLMPServer module and very basic UDP server creation
• Save/Load of mod configuration settings is now implemented
