Gun black market nerf + ports 82331

Ports tgstation/tgstation#82331

removes the makarov from black market
HP 9mm is no longer sold on the black market
Removes Syndicate Cawil from black market
Black market Sindano now has double the spread of normal Sindano
Black market Trappiste now has a .7 second longer firing delay

Not completely set on these changes, could see some of these effects being changed slightly

Why It's Good For The Game

Rebalance gun black market to fit its flavor text a bit more, and be less strong in general, but not make the guns useless.

Being able to just outright buy full traitor weapons no downside is pretty crazy and strong. currently a lot of them imply they are worse in some way like "Old makarov" or "goodluck getting it to fire!", along with the whole part where they are bought off a black market made with random items but they are just perfectly fine guns that you can just carry in your pocket and quick draw and unload into someone or such. I think these changes serve as a pretty flavorful nerf, making them fit that black market vibe more, coming with some downsides to use or being less strong in general.
Left a few alone as some were already pretty weak, being the wespe and eland.

Removes the Cawil from the black market as I don't feel a full entire AR fits very well into it, SMG is the furthest it should go in my eyes, primarily focusing on small smugglable guns, and all the nerfs I tried on it just felt like a nothing burger or a bit much.

I discovered a bug, you cant clean a .38 revolver you modified to shoot .357 with a cloth anymore, you should be able to reset the misfire chance
