Added stake balance for near token

• Added stake balance for NEAR
  First we fetch the pools in which user has staked using the nearblocks stake txns API at certain blockheight, then we get the staked balance at those blockheights, and add those to the user account balance

• Fixed the issue with All period response returned as [], below 1000000 blockheight, the API returns 422 error, so added the check to not go beyond this

Deployed to https://ref-sdk-test-cold-haze-1300.fly.dev/api and tested it with testing and also some production instances (locally) and it works fine.
