Update scripts/location.py to process positions faster.

Updates from v1.0:

• unify skipped parameters to none (some where set to na)
• simplify running commands
• change parameter configfn to fn to simplify command line
• simplify path to data (used to be in same directory than config.yaml, now is in main HTtools directory)
• option to disable demultiplexing (= have no barcode)
• option to disable filtering of homologous recombination
• support Hermes configuration in addition to Tf1
