Description of Changes
Set the valid RGB and/or alpha flags of a display target if it has an exact match with a recent transfer to GS memory.
Added a minor unrelated change for dumping transfers that were being missed.
Rationale behind Changes
Fixes the large dump in #13504. Probably best to have it confirmed with an in-game test since it's a multi-frame issue.
