Users will need to follow this procedure when getting a namespace in the OSDF. De-jargon this to make it sound less imposing.

Overall this seems fine.
1 specific suggestion.

I do not know what "operator" means in the context of this page, and don't know if others will know what it means either.
Is that the same or different from the "administrator"?

On review, there was some confusion about what the operator was - clarify that this is a human, not some piece of software jargon.
