I cherry-picked the commit from main onto release-0-7 from #564 and also went ahead and made the tests as statement position/index agnostic as possible to avoid the whole measurement_id test failure problem (see #587 )
There seems to be a duplicate left over test in terms of testing u3 to clifford (logic seems to have shifted to another test) which shouldn't be a problem but makes the diff look a bit odd.
