Prevent UserProvider from calling /v1/users.setPreferences whenever localStorage mutates; the provider now only mirrors local preference switches into userLanguage and waits for server-driven updates before writing back to storage.
Split the language sync logic into two documented useEffects so the direction of each update is explicit and we avoid the cross-tab loop that generated thousands of POSTs (see attached screenshot of the flood).
