TCC & Bifrost v1.0

First Stable Release of the Bifrost/TCC observing environment. Stable feature set includes basic telescope operations such as slewing, tracking, focusing, parking, cover position and pointing. This release also includes a fully functional observing suite which hosts target plotting, airmass plotting, finder chart generation and target list tracking. This release marks the first stable point of the software where the TCC can fully accommodate the 481 observing season.
