FIX: All new validation jobs run successfully on CI

Description

• Updated Wrench tooling
• need to hand edit validation-jobs.yml for 2019 editor to use 18.04 ubuntu image
• per editor platform overrides are on the roadmap for recipe engine, but no ETA :(

All new jobs on CI are green.
