DOCS: Fix user-reported errors in ActionsEditor.md

Fix typos and formatting errors to resolve user-reported bugs DOCATT-8582 and DOCATT-8579.

Description

This PR addresses user-reported bugs DOCATT-8582 and DOCATT-8579. Users called out two typos ("to to" and "alows"). It also removes an extra bullet with no text next to it.
