#8223 bumped the LLVM version which changed some formatting. The only manual change was [to add an extra space to ensure that windows.h is included before shellapi.h](7ce6fc7) which is required by the Windows API. `ack '' -l --type cpp --ignore-dir=third_party | xargs clang-format -i` TODO: Will add this to .git-blame-ignore-revs in the next PR
