Implement static class to classify exceptions as terminal (flush immediately) or retryable (buffer until statement completes) for telemetry purposes. Terminal exceptions (flush immediately): - HTTP 400 (Bad Request / syntax errors) - HTTP 401 (Authentication failures) - HTTP 403 (Permission denied) - HTTP 404 (Resource not found) - AuthenticationException - UnauthorizedAccessException Retryable exceptions (buffer until statement completes): - HTTP 429 (Rate limiting) - HTTP 500, 502, 503, 504 (Server errors) - TimeoutException - Network errors (SocketException) Safe default returns false for null or unknown exceptions to avoid flushing unnecessarily. Features: - Recursive InnerException checking for wrapped exceptions - Cross-framework support via conditional compilation - Message-based status code parsing fallback for netstandard2.0 Co-Authored-By: Claude <noreply@anthropic.com>
