Standardize Version of NODE and NPM pining VOLTA.sh versions

Pinned NODE version to node@16.x.x and also NPM version to npm@6.x.x since change it will generate some broken compatibilities issues with package-lock tree resolution

Objectives

Standardize node and npm version to developers that uses volta as package manager some improvements are:

• Node version pin - avoiding changes due developer environment
• NPM version pin - avoid changes and package-lock rewrite due developer npm version change
• yarn and other tools are also supported to be pinned
