feat: introduce Tilt

Introduce Tilt to speed up local development.

This PR aims to:

• introduce Tilt for local development
• Build locally Backend services API when changes are detected in API and Reader
• Detect changes in Frontend and reload changes
• Fix Docker issues with latest Postgres Docker version (18) - Reference here

Please provide feedback, especially from @alanrsoares and @luciorubeens

unfortunately we cannot accept the changes from @alanrsoares. it is wrong to create a volume and replace it.
