Update LICENSE/NOTICE for 1.4.0 release

This change effectively prepares the LICENSE files for the 1.4.0 release.

• Requires the changes from Fix LICENSE and NOTICE for admin tool and server (prerequisite) #3881
• Re-adds the license checks removed a while ago. This verifies the dependencies of the effective dependencies in the Polaris Admin tool & Polaris Server Quarkus applications by ensuring that the dependencies are mentioned in the LICENSE file.
• The Polaris distribution assembly's LICENSE & NOTICE files are now generated from the LICENSE & NOTICE file contents of Polaris Admin tool & Polaris Server. In other words: do not need to be maintained separately.

I know this is a pretty big change, but given the time constraints, I opted to put the whole thing into one PR.

@snazy I see you've commented that these comments are "part of #3881" - but none of those comments are fixed on that PR. Will copy over the comments.

To reduce confusion, maybe you can remove the license changes from this PR in preparation of #3881 merging?
