This PR ensures that the version that user specifies for a dependency is at least equal to the minimum dependency specified in latest.json
This PR currently only focuses on AvalancheGo. Subnet EVM & other dependencies like ICM are upcoming.
Currently we only set minimum version for Fuji and Mainnet. No minimum versions for Local Network and DevNet
