chore: fix semantic versioning for wildcard identifier

Description of changes:
Fixes semantic versioning for pinned major or minor versions with wildcard identifier. For example, if the user wants model version "4.*", previously, there was a bug in the rule that gets the latest available version, and would prefer giving 4.9 ahead of 4.13.
