removing unnecessary test examples

- testing new bylaw YAML in .rmd output - expected behaviour: frontend table Mandatory Action column = yes
moved YAML header generation from .qmd files to shiny module - testing that YAML parameters produce proper outputs on the gitHub page
- removed test files that were successful - replaced wildfire issue.md to test update ice: YAML param was missing
- removed test files that successfully loaded - added wildfire end for testing
