extract translate-able text from testimony count components

Summary

• Extracts translate-able text from testimony count components
• Removes stale component HotBillCard. Was gonna translate it, but I noticed it's 3 years old and appears to have never been used.

• On the frontend, I've made my strings translate-able.
• [n/a] If I've added shared components, I've added a storybook story.
• [n/a] I've made pages responsive and look good on mobile.

Note: testimony counts are different simply because of test comments in the dev environment. has nothing to do with these translations. The important part is that "neutral", "oppose", and "endorse" all look the same thing.

Steps to test/reproduce

1. Go to http://localhost:3000/bills/194/H282 (or any bill detail page) and confirm the testimony count component looks the same as usual

this component appears to have never been used. in lieu of translating it, I've just removed it to cut some clutter.
