Continuing from #34711. Tests are passing now, but it's likely still too slow to ship.


TODOs

  • handle NACKs well
  • copy over C++ lib to cabana cabana: add independent panda lib #35920
  • double check everything was ported properly
  • Panda.list while offroad pegs the core at 100%
  • CPU increase is fine, but should do some basic profiling to see where it's going
  • Panda.reset not working now. priority inversion?
