feat: More wheels for mac

• More specific wheel builds for mac (arm, Intel and universal).
• Library loading accordingly of arch (fallback to universal if arch is not identified)

The macos-13 runner is an Intel runner. So I added it in the test matrix to verify the built wheel for macOS also runs well on Intel.
