test: add ibc v2 relaying

Description

This is not done. It is right now meant to show how to do ibc v2 relaying in ibc-go. We'll stabilize the go-relayer-api package and sort out some issues that arose from these initial tests.

One issue, in particular, is that it currently only works with a single validator node.
So for those using this as a basis for new tests, make sure to set numValidators: 1 in the e2e config until this has been resolved.
