Update CONTRIBUTING table-of-contents

Issue

• The Table of Contents (TOC) in the CONTRIBUTING.md document is out of date and has been so for some time. Some sections were also removed by PR Weave Cypress Cloud, UI Coverage, and Cypress Accessibility more closely into the narrative of the docs #5947. This left stranded links in the TOC.

Change

• Regenerate the TOC for the CONTRIBUTING.md document.
