Adds a subscription Next Steps card, updating types/schema, translations, icon assets, and README URL parameter docs.

• Next Steps:
  • Add subscription card variant in app/next-steps/nextsteps.data.js and include in NextStepsCardTypes (types/new-tab.ts).
  • Extend schema enum with subscription in messages/types/next-steps.json.
• i18n:
  • Add nextSteps_subscription_* strings in app/next-steps/strings.json and public/locales/en/new-tab.json.
• Assets:
  • Add public/icons/Subscription-128.svg.
• Docs:
  • Update readme.md to document next-steps parameter options (including subscription) and add Freemium PIR banner parameter section; remove duplicated experiment block.
