chore(test/msr): update Sapphire Rapids baseline with NO_ITS bit

Changes

Update MSR baselines for SPR and SKL with new ITS_NO bit.
Update G8 baseline with updated value for SMCC_WORKAROUND_3.

Reason

A recent kernel update added new bits on SPR and SKL and G4, so we're updating the MSR/register baseline for the cpu template tests.
