GPU CI & kernels tests fix

Description of changes:

• fix kernels tests compiling bugs
• make kernels tests (nixGL) compatible with ctest
• enable GPU CI

Issues closed by this PR:

• Closes Build kernels-tests in non-GPU CI #1561
• Closes CUDA GPU CI for repo-refactor #1536
• Closes CUDA testing support in proj #1537
