Work towards #9395, #9357

Since submitting #9382, there has been another change to the framework causing some of our tests to fail.

These tests are depending on the order of widgets in the framework to remain stable. I have disabled them for now so that we can enable the DevTools tests in the Flutter customer testing repo, but will follow-up to refactor these tests to not be dependent on a fixed order from the framework.
