Add the ability to disable keyboard inputs to the Passive Viewer #2953

The feature, motivation and pitch
We use keyboard teleop with robots in Mujoco. Pressing the W key in the viewer toggles the wireframe view. It's similar behaviour with other keys. It would be helpful to spin up a passive viewer that doesn't interact with keyboard key presses.
