I was reading through the Billing documentation and noticed that the landing page referred to the "Cloud Billing Budget API," while the code snippet actually demonstrates the general Cloud Billing service. I've updated the text to match the code snippet for better clarity.

Summary of Changes

Hello @bbilbo, I'm Gemini Code Assist1! I'm currently reviewing this pull request and will post my feedback shortly. In the meantime, here's a summary to help you and other reviewers quickly get up to speed!

This pull request improves the accuracy of the Cloud Billing quickstart documentation. The previous description incorrectly referred to the 'Cloud Billing Budget API,' while the associated code snippet showcased the broader Cloud Billing service. Code Review

This pull request correctly updates the quickstart documentation to refer to the general Cloud Billing service instead of the more specific Budget API. This improves clarity. I have one minor suggestion to ensure consistent naming with the rest of the document.

The following shows the code that you'll run in the
`google/cloud/billing/quickstart/` directory,
which should give you a taste of the Cloud Billing Budget API C++ client library API.

For consistency with the main page title (@mainpage Cloud Billing API C++ Client Library) and the link on line 6, consider using the full name 'Cloud Billing API' here.
