We make some improvements to grouping and the default precision. There are no doubt many other Python 3 advances we should catch up with, but they can wait.
This prevents them becoming API.
And beef up the tests.

The objective is to port from VSJ3 the formatting apparatus we have there. ISTR it was incomplete, but still quite feature rich. That was in turn a port of the Jython 2 version, but that had to deal with the complexity of byte and unicode strings, which we mostly don't.
