Adding multi platform support for BBR and syncer binaries
This PR is in continuation on to support multiform issue.
To Fix: #685 , Issue is closed but as we discussed here, raising PR for the same.

Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

#1010 broke miage builds and the #1286 follow-up did not fix the issue. Both are being reverted.

/hold until the revert PRs merge and we confirm builds are working again.
