[SPIR-V] Use OpImageFetch
instead of OpImageRead
when loading from read-only Buffer

Seems like the condition should be SampledOp.getImm() == 1
:
(DXC's SPIRV.md does say 2 is RW and 1 is RO, but it's a bit of an oversimplification)
OpImageFetch
Fetch a single texel from an image whose Sampled operand is 1.
OpImageRead
Image must be an object whose type is OpTypeImage with a Sampled operand of 0 or 2.
Currently, the spir-v validator fails if
OpImageRead
instruction is used when loading from read-onlyBuffer
.Unit Test
This also unblocks adding a test case that adds a special capability when using a non-uniform index on
Buffer
