uv is much faster than pip by itself. TODO: cache (built) wheels.
UV has its own cache directory, where it stores built/downloaded wheels and other resolution information.

Should we wait for actions/setup-python#818, or is it something that needs to land quickly?
PRs to setup-python have not been followed up quickly, so no point in waiting. We can update our action again if the support lands. |

actions/setup-pythondoesn't understanduvyet w/r to the cache, so this is set up manually in the same fashion.Note: doesn't support operating systems other than Linux/Ubuntu, but that was already the case because of the apt-get usage.
