Checking JSON can easily be doing with json_pp or jq.
Our current setup for elasticsearch in docker for testing is in the metacpan-docker repository. If we wanted something to put directly in this repo, it would probably be a docker-compose setup.
Remove exemptions from perlcritic, add xt to tidy, and fix critic and tidy issues.

Also remove some ancient unused and broken scripts rather than fixing them.
