docs: Add note on role assignment for existing Azure AI Foundry access

Purpose

This pull request adds an important note to the deployment documentation to clarify post-deployment access requirements for Azure AI Foundry resources. The update ensures users know how to assign themselves the necessary roles to access agents or debug/run the application locally.

Documentation improvements:

• Added a note to docs/re-use-foundry-project.md explaining that users must assign themselves the Azure AI User or Azure AI Developer role for the Foundry resource after deployment, including instructions for doing so via the Azure Portal or with the az role assignment create command.
