Introduce new osguard-arm64.yaml to match the osguard-amd64.yaml that is introduced by #14439. This yaml file is expected to be used with Azure Linux Image Customizer, starting from a base image like the minimal-os base image, and will yield this new Azure Linux OS Guard image.
Requires systemd-ukify and systemd-boot.
Will not merge until #14449 is merged first.
