Usability improvements that will help with DRIVERS-3335

  • Allow node to work on RHEL7 - install Node 16 and allow for older version of sha256sum
  • Only install node if the requested LTS version is not installed in the target location
  • Make the output quieter
  • Make npx executable on Windows and test usage of npx
  • Remove duplication between Windows and Posix installs
  • Prevent overwriting parent variables or set - options in the sourced scripts
