Drive-by fix: Jira API token is not needed for task-failure-handler. Will resolve the error thrown in the release workflow

FYI: spectral-lint is failing due to ongoing issues with the dev spec update. |

Ignore additionalProperties in the xgen-IPA-124-array-max-items rule. AdditionalProperties property is used for map objects, and it is not possible to provide maxItems for them
