chore: fixed and upgraded project setup and ci

After updating CI packages versions in a previous PR, some things were missed. With that, many things started appearing as broken, so, this PR was worked on to fix them.

• At first I only added some fixes for java, but there was a path issue related to cache also.
• After, other issues appeared, and I added more fixes, many other issues were fixed.
• There is no gradlew on the lib, it doest make sense to have validate-android CI script, it was removed.
• Eslint and prettier were replaced with faster and better option (Biome) overall which has both lint, formatting and more. It's a cleaner setup. https://safedep.io/eslint-config-prettier-major-npm-supply-chain-hack/
• There were a bunch of format and lint fixes added.
• Upgraded many things to solve different issues that appeared after the other.
• Replaced circleci with updated gh actions.

Project setup should be improved with this PR. Though there is 1 issue left, the last CI ios step, need fixing or just be replaced.

If someone want to find a fix for it or straight merge, for now I am done.
