To fix the rolling build in https://github.com/open-planning/roboplan-ros/actions/runs/22824302783/job/66201923248.

Unclear what broke in the upstream that necessitates this for rolling...

I have seen that caching when there is a sync is an issue. Usually involves deleting the ros package index cache for the distro in question

It was the apt-upgrade that I didn't have in the ros wrappers Dockerfile. rolling is shipped with an older version of urdfdom but pinocchio is built against the latest.
