Dough helps you modify the overall shape of your world. It allows you to change where each biome is located, by changing the settings (temperature, humidity, continentalness, etc.) where it normally spawns. Normally, this would be very time-consuming, but Dough allows you to adjust all biomes in one go, by specifying a formula. For example, you can make all snow biomes spawn at 0.2 point higher temperatures, therefore increasing their abundance.
