Code Review

This pull request makes the TransactionContext constructor public to facilitate testing from other packages. The change is functionally correct. I've suggested one improvement: adding the @VisibleForTesting annotation to the constructor. This annotation clarifies that the constructor is not part of the public API, which is a good practice for long-term maintainability and is consistent with the coding style already present in the repository.
