Add ZK testing capabilities

Tests deploying Link Token on Anvil ZK Sync using the new Go bindings. This PR is part of #17047

Requires

• Add zksync compilation scripts chainlink-evm#3
• Add blockchain anvil zksync chainlink-testing-framework#1651
• Use offline mode for Anvil ZK chainlink-testing-framework#1827
• Add ZK env chainlink-deployments-framework#79
