feat!: Add cli::CommonOptions struct

Description

We currently have a bug that opa-bundle-builder or user-info-fetcher take an ProductOperatorRun, causing

bundle-builder error: the following required arguments were not provided:

We could create a custom struct in every tool (we did that for some tools in the past), but it makes sense to have it as a common struct.
