feat: add math/base/assert/is-evenf

Description

What is the purpose of this pull request?

This pull request:

• adds math/base/assert/is-evenf, which would be the single-precision equivalent for math/base/assert/is-even.
• math/base/assert/is-evenf unblocks math/base/assert/is-oddf, which in turn unblocks math/base/special/powf, which would be the single-precision implementation for [math/base/special/pow](https://github.com/gunjjoshi/stdlib/tree/is-even/lib/node_modules/%40stdlib/math/base/special/pow).
