The changelog is no longer maintained. This PR removes the file and cleans up all references to it across the codebase.

Changes:

  • Deleted CHANGELOG.md from repository root
  • Removed "Release Notes" review priority from .github/copilot-instructions.md that required CHANGELOG updates
  • Removed CHANGELOG reference from docs/plans/2025-12-27-unconfirmed-users-design.md
  • Updated comment in src/components/layout/Sidebar.tsx to remove "Changelog" mention
