The zlib-clib library of newer zlib versions does not produce haddock docs. Instead of disabling haddock generation for all cabal libs in the start scrip globally, just disable it where it is needed.
actionlint returned an error, this key is actually not supported.

This should make the paths for the toolchain headers match with what Bazel expects and prevent the undeclared headers error.
