CLDR-19174
This just adds a logKnownIssue to skip the test failure that began 2026-01-01 as a result of the ISO4217 data in CLDR not being up-to-date with respect to Bulgaria's transition to EUR on that date (CLDR is correct, the ISO4217 data in CLDR is not).
This will also need to be cherry-picked to the maint-48 branch so PRs there do not fail (I can make a PR for that once this is merged to main)
